implement WCMP2 ETS #93

Implements WCMP 2, Annex A, as well tooling for pygeoapi integration for exposing metadata workflows via OGC API - Processes.

Side note: pywcmp actually is the ETS (executable test suite) which implements the ATS (abstract test suite). A future PR will update this nuance.
