Implement KPI-3-1 #10

Implement KPI-3-1: Deployment as described in https://github.com/wmo-im/wmdr/blob/issue42/kpi/3-1.adoc

This kpi includes 27 sub-elements, thus a common function should be 3-1 calling all sub-functions should be a better approach.

I've just changed this slightly to use the same approach for other repeating elements.

Rule 3-1-10 is not defined in https://github.com/wmo-im/wmdr/blob/issue42/kpi/3-1.adoc Rule 3-1-11 is duplicated (same as 3-1-09.2) Rule 3-1-16 is not defined
