Metadata default file name change and environment variable fix #12

The metadata file by default now takes value station_list.csv, and this has been reflected in the docs and readme file.

I made a push of fixing the logging level to ERROR, but later decided keeping the environment variable and defaulting to level "ERROR" if it is not defined is the better approach.
