Update gb.csv #19

I am proposing to add a metric wmo_wis2_gb_messages_invalid_topic_total, to differentiate with the absence of metadata and to rename wmo_wis2_gb_messages_invalid_total to wmo_wis2_gb_messages_invalid_format_total to be more descriptive

Email sent to all GB to get their approval or not on this. No to be merged until we have their feedback.
