Asciidoc for the Transition Guide needs restructuring #14

The current asciidoc only contains a few sections. The agreed structure for the Transition Guide is:

  1. Migration from GTS to WIS2 1.1. Pre-operational and operational phases 1.1.1. Definition of pre-operational phase 1.1.2. How to make transition from pilot to pre-operational 1.1.3. How to make transition from pre-operational to operational
  2. Temporary Global Services 2.1. GTS to WIS2 gateway 2.2. WIS2 to GTS gateway
  3. Management of WIS1 and GTS 3.1. Maintenance and operation of MSS 3.1.1. MTN 3.1.2. RTH 3.1.3. NMC
  4. Management of GTS Abbreviated Headings 4.1. GTS during transition phase 4.2. GTS Headings for ICAO (AFTN)
  5. Management of WIS Centers 5.1. NCs 5.2. DCPCs 5.3 GISCs
  6. Management of WIS1 Catalogue
  7. Transition monitoring 7.1. KPIs
