create project website

We need to create a website to provide marketing materials and a high level description/summary of the project. The website should:

• be easy to manage, update and publish
• refer to the architecture and documentation being developed in docs/ and published via GitHub Actions to https://wmo-im.github.io/wis2node
• run on WMO infrastructure

Suggestions for implementation:

• create new repository 'wmo-im/wis2node-website'
• manage using a status site generator like MkDocs
• publish HTML dist to WMO infrastructure on commits/updates (actual landing area/URL on WMO is TBD)

From 2021-11-09 meeting with @chenxiaoxia2019:

• add component to https://community.wmo.int/activity-areas/wis called 'TOOLS'
• add label: 'WIS 2.0 node in box', which should have a slug 'wis2node'

TODO:

• provide marketing content for review (Tom)
• provide a graphic/image for the new TOOLS component. @chenxiaoxia2019 let's use the first image at https://public.wmo.int/en/resources/bulletin/modernizing-data-exchange-earth-system-monitoring-and-prediction for starters, copied below (we will need to resize)

WIS2 page updated (https://community.wmo.int/activity-areas/wis) with specific WIS2 in a box component. Secretariat is working on updates.
