Encode CLIMAT BUFR sequence (307073)

User story

As a data provider I wish to publish CLIMAT data using the BUFR sequence 307073, by either uploading a CSV file containing the data or by uploading the TAC encoded message.

Acceptance criteria

• [ ] CSV data uploaded, automatically converted to BUFR and published on WIS2.0
• [ ] FM 71-XII CLIMAT encoded data uploaded, converted to BUFR and published on WIS2.0

Definition of done

• [ ] unit/functional tests added/updated
• [ ] documentation updated
• [ ] live demonstration provided
