automated test for CAP dissappeared #766

I just noted that the automated test that I added while working on the CAP integration did not make it to the main-branch

This is the addition I made for PR731: https://github.com/wmo-im/wis2box/blob/5c4df3bd92295c7e2593adfba8e6ced50e63f636/.github/workflows/tests-docker.yml#L59-L66

This is the current status in main (no CAP test) https://github.com/wmo-im/wis2box/blob/main/.github/workflows/tests-docker.yml

I will make a new PR to re-add the automated testing for CAP publishing in the wis2box repository
