The purpose of this issue is to develop KPIs to monitor the transition from GTS/WIS1 to WIS2

KPIs transition GTS to WIS2:

number of WIS2 experimental
number of WIS2 operational
number of countries having disconnected MSS from GTS The KPIS are measured every 6 months and presented by region
