Include element in "Equipment" for the uncertainty evaluation procedure.

OSCAR/Surface v1.6.0 supports this element in the GUI, but the XSD 1.0RC9 that is currently implemented in the API does not. Hence, the element is also not exported in the XML file. WMDR 1.0 defines element wmdr:uncertaintyEvalProc as an optional attribute of FeatureType wmdr:Equipment, and there is a code list http://codes.wmo.int/wmdr/UncertaintyEstimateProcedure. The proposed WMDR also v1.1 (cf. figure) supports this element, and if implemented in OSCAR/Surface, the requirement would be met. image

@tomkralidis Please review if WMDR 1.1 meets the requirement.

+1. For consistency I would rename to uncertaintyEvaluationProcedure and provide the appropriate documentation update in the schema.
