Set up BUFR code table 0 20 005 as a copy of 0 20 004 #21

Both 0 20 004 and 0 20 005, Past Weather (1) and (2), include exactly the same content - in fact, there is only a single code table that is labelled "0 20 004/0 20 005"! It would be advantageous to maintain only one copy of the code table.

Question: what is the best way to achieve this; use a namespace-forward?

Specifying /bufr4/codeflag/0-20-005 as a namespace-forward with target /bufr4/codeflag/0-20-004 and code "200" doesn't quite work as the RDF subject of the triples returned (or rendered in HTML) refer to /bufr4/codeflag/0-20-004.

Perhaps the only alternative is to create a register /bufr4/codeflag/0-20-004+005?

The more I think about it, the simplest (and hence preferential) approach is to establish a single register with the identifier /bufr4/codeflag/0-20-004+005

Having proposed a change to the code-table identifier, we will also need to amend the dct:references property of associated codes http://codes.wmo.int/bufr4/b/20/004 and http://codes.wmo.int/bufr4/b/20/005.
