AerodromePresentWeather and AerodromeForecastWeather are missing #39

The code tables http://codes.wmo.int/49-2/AerodromeForecastWeather and http://codes.wmo.int/49-2/AerodromePresentWeather were unified into http://codes.wmo.int/49-2/AerodromePresentOrForecastWeather during the IWXXM 1.1 development process.

However, when these code tables were merged the originals were removed. In the current codes repository neither PresentWeather nor ForecastWeather exists in any form (other than the merged table). This poses a challenge because most users are running IWXXM 1.0, which uses the separate code tables. IWXXM 1.0 will be around and in use for some time so the current schemas refer to nonexistent code tables. Note that IWXXM 1.1 has yet to be formally released, which extends the lifetime of this issue.

Earlier discussions have indicated that code tables should never go away, which suggests that these two original tables should be restored in some form. I would consider it acceptable if they both redirected to the new, merged code table but they should both resolve as their absence causes operational issues. Another solution would be to restore the original, separate code tables if they are still archived somewhere.

from the perspective of maintaining content I would prefer a redirect from: http://codes.wmo.int/49-2/AerodromeForecastWeather and http://codes.wmo.int/49-2/AerodromePresentWeather to http://codes.wmo.int/49-2/AerodromePresentOrForecastWeather

@6a6d74 are you happy for me to set up a permanent forwarding to support these tables?
