Add: killwa #10

Hello and thanks for contributing :smile: :+1: First I think it would be nice to add something in the README to explain what killwa does. And also I think it would be better suited for the opt repo, because this repo is mainly for shell scripts and the C/Xlib stuff usually goes to the opt repo. This way we wouldn't have duplicated Makefile/util.c

This program adds EWMH support to killw, which is not the primary goal of wmutils, and is not meant to be part of the main repos (which are core/ and opt/). So for now, we'll just put it in the contrib/ repo, as it's just an interresting contribution from external people.

This repo is not only for shell scripts, it's for contributions from the wmutils users to the project. I do agree that the duplicated files are an issue though.
