[Agents] Remove channel bonding policy as feature and add max bandwidth #145

A couple of things regarding agents:

  1. To remove channel bonding policy as an agent's feature since it was not being used (and it is not expected to).
  2. To implement a new feature for maximum allowed bandwidth [no. of channels].

This new feature will determine the allocated bandwidth (min and max allowed channels).
