[11ax] Control packets (periodic beacons) #70

APs must sent periodic beacons. The information of such beacons may vary depending on the application. The idea is to have two traffic generators: one for data packets to be tranmsitted to the STAs, and the other for beacons generation to be broadcasted.

Control packets are generated and queued as data packets
No ACKs are expected to be returned for control packets
The minimum rate must be used to send control packets
It is required to check if there are other limitations and/or requirements to be taken into account at implementing control packets.
