personal filter instead of personal list #61

Instead of having a personal list, let's have a filter for any list that only shows relevant items -- users might choose the threshold (e.g. "all", "top 50%", "top 20%", or: "minumum colour: [red star] [white star] [blue star]").

This also means: allow voting everywhere, not just in personal list.
