10 years ago I checked one location and it was fine.
The api we're hitting was reporting the same values for the places you tried. It's either a coincidence or an issue on their end. Either way, closing this because it's working as intended. If you have a better weather backend, feel free to pull-request / reopen to discuss it.
Weather forecasts seem to report both Lo and Hi as current temperature. I have checked three locations (dong, ann arbor, rolla mo) and all have the same behavior.
