Redesign and move to GitHub pages

The first commit deletes everything so that you can more clearly see what the second commit is adding.

• [x] New design and font choices
• [x] Better status of what we're actually working on
• [x] Project-wide code of conduct
• [x] Add mobile CSS rules
• [x] Move off of Google Fonts
• [x] Finalize projects section
• [x] Finalize other copy
• [x] Add a README again? (Figure out how jekyll handles this)
• [x] Finish stickers.wob.app or remove that paragraph

This looks like a good much-needed facelift. For reviewing webpages though, having per-pr renderings of it would be quite nice. Want me to set something up for that @ilianaw?

Yeah, rendered PRs would be super neat.

• [x] Links should be relative, not absolute, for the above to reasonably work

There may be caveats and stuff (including having to wait a bit for it to poll it).
