Run coverage steps in parallel #73

Changes the create_coverage_table and create_coverage_bqsr_table steps to run in parallel. Since the only difference between these two steps is the input/output files these rules only use two simple scripts:

create-coverage-table.sh runs samtool samtools coverage and
merge-coverage-table merges the results.
