[DO NOT MERGE] update pve-eslint to 8.3.0-1 #3

Proxmox has already version 8.4.0-1 on their apt repos but in git there is only 8.3.0-1. Postpone this until 8.4.0-1 appears in the git.

Thanks. Anyway, adjusting build dependencies only makes sense if there is a new promox backup version.
