I don't believe PFS is possible without an interactive key agreement protocol.  
Keyczar is primarily about securing messages in a non-interactive environment.  
It wouldn't be wholly inappropriate to add something like this to Keyczar, but 
it's not clear that it's a good fit fo the way the tool is used.

I'm closing this with "WontFix", but if you disagree feel free to reopen it and 
make your case.
