Non-English messages.properties files are out of date #84

There have been some significant changes in the code which have required a lot 
of updates to messages.properties... but these have only been applied to the 
English version.  The numeric placeholder system makes this particularly bad 
since many of the numbers have changed, which will make the non-English help 
text not just outdated but out-and-out wrong.  For example, the documentation 
displays the wrong names for many command-line options, which will be 
particularly problematic for non-English speakers who may not even realize that 
the option names they're being told to specify make absolutely no sense.
