I cannot get GoogleService-Info.plist #817

In my understanding, to start to use Analytics in iOS apps, I need to get 
GoogleSerivce-Info.plist at 
https://developers.google.com/analytics/devguides/collection/ios/v3/?hl=ja

But when I press button to get GoogleService-Info.plist, it transit to other 
url and the indicator circulate forerever.

Is there anyway to generate GoogleService-Info.plist ?

Does this problem persist if you first visit 
https://console.developers.google.com/mobilesdk/bootstrap and create a 
developer project?
