Description

Update GHA CI.yml file according to latest cookiecutter-cms recommendations: https://github.com/MolSSI/cookiecutter-cms/commit/1f4be23e504b7eb2eecae142cea237739f84e895

Todos

[x] Update Python versions, i.e. 3.8 to 3.10; docs and lint on Python 3.8
[x] Use actions/checkout@v3 (was still at v1 or v2)
[x] Use micromamba instead of miniconda (hopefully conda setup will fail less often?)
[x] Use conda-action@v1 (was v2 but let's go with cookiecutter-cms settings)
[x] Also: Change cron job to once a month on day 19 (once a week is too much)
