Update onFill parameter order #145

Description: Not all Slot and Ability function parameters are consistent. submittedData and convoStorage is not consistently ordered which may cause confusion to developers.

Acceptance Criteria:

All Slot and Ability functions should have the following parameter order"
1. convoStorage
2. submittedData/submittedValue
