Helpdesk reset logs password history to logged in helpdesk user - rather than to user who has had their password reset

What steps will reproduce the problem?
1.Log in to the helpdesk.
2.Change password for another user.

What is the expected output? What do you see instead?
Expected output:
1. The Helpdesk Set Password event displays in the password history for the 
user who's password has been reset.
See instead:
1.Check password history for the user who's password has been reset by the 
helpdesk.  No password history is recorded.
2.Check Account Information - password history for the helpdesk user who reset 
the other user's password.  The password event (Helpdesk Set Password) is 
logged to the helpdesk user's password history - not to the user who's password 
has been reset.

What version of PWM are you using?
v 1.7.0
What ldap directory and version are you using?
Novell eDirectory v8.8.5

The Novell eDirectory version we are running is v 8.8.6 - not v 8.8.5 as 
originally advised.

Also, PWM v 1.6.4 did not have this defect.

This should be fixed in current builds, please retest and re-open this issue if 
required.
