Scalafmt

• Add scalafmt version
• add plugin and config to format on compile
• initial run of scalafmt on the project

@amaalali I was just looking at the documentation for scalafmt and it says that format on compile is not recommended because of odd behaviour with editors.

Could there be a way to make sure that format on save is turned on for Intellij with a dotfile or anything? Or would a githook be a better way to achieve what we want?

I'm not sure if its as big an issue as the scalafmt make it sound, but I'll close and look into it
