I see three issues with babel.
As it stand the current latex based header already fails to output the sanskrit from one of the demo documents

would be the preferable language engine, and im sure other packages would need to get changed such as fancyhead

doesn't seem to be implemented yet, we should pick a language package with an eye to that, since they are not all cross-compatible and certainly reference management makes sense for tei:bibl
elements You should consider using babel together with XeLaTeX or LuaLaTeX again as there has been a lot of work spend within the last three years.
may we should include german language babel packages?
