Wrong logic wrt missing picture in Supplemental/VF #93

For a perfectly fine VF dcp_inspect-latest will produce Error: [...] No picture essence present, due to a recent change. Related to conformity of picture decomposition levels.

Reopen this for a dangling issue with the fix:

 Error: CPL 16953252-5de0-4250-8dcb-547c394057fd: Found inconsistent sound ChannelFormat values across the composition (). Playback will fail completely

from a run with --as-asset-store - package and composition are just fine.
