Link conversion on external sites is broken #121

What steps will reproduce the problem?
1. Go to http://python.org in Crunchy

What is the expected output? What do you see instead?
The links should point to the correct external pages, instead they are
being handled as internal links and point to pages like
http://127.0.0.1:8000/news/

This followed a change I made, based on a somewhat flawed logic.  I will fix 
this as
there is another related change that needs to be made.  I will also update the 
test;
Tao had inserted a question mark in the test for this (which he wrote) as a way 
to
indicate some potential problems which I should have heeded.

Changing ownership to myself.
