New meta handler #235

Enter a description of the feature requested, as completely as possible.

Currently, we have a "meta" handler in templates.py as well as
slideshow.py.  "meta" handlers are normally used at the beginning (as
begin_page_handlers) as a means to determine some global page property.

We should have a single meta handler registered as a begin_page_handler to
which, in turn, more specific meta handler could get hooks.  This could
make it easier to write future "meta" handlers plugins.
