Added new SVG logo and FEATURE_MOD_PURPOSE for Moodle 4 #25

@ndunand We discussed it internally and we will keep our logo for now because we think our users are more familiar with our colour scheme and it better matches what we had on Moodle v3. However, if we receive similar feedback and realise that our users prefer it to be more align with Moodle guidelines, we will make the change as suggested here.

As a side note, we already see some short-comings with the CSS fix (difficult to maintain between version) so I will leave this PR open if it becomes unmanageable on the technical side.

@throskam-wooclap Thanks for getting back about this. We'll keep the svg icon on our Moodle for the time being.
