Use 'action_scheduler_pre_init' hook #50

Action Scheduler 2.2.0 will be adding a new 'action_scheduler_pre_init' hook, added via https://github.com/Prospress/action-scheduler/pull/221.

This helps address issues found in https://github.com/Prospress/action-scheduler-custom-tables/pull/49 with the current dependency check, where it will only work if Action Scheduler Custom Tables is activated after the plugin loading Action Scheduler.
