This PR removes the JS package storybook from this repo as there is no dependent for now.
In addition, there are 26 security vulnerabilities related to the package but it's not worth dealing with the related npm dependency upgrade at this time. The JS package storybook can be added back again with upgraded dependencies when needed.
💡 I will be skipping the code review process as it can be optional for a devs-facing only change.
