Add certificate template management to bulk actions on Courses page

User in 3191887-zen is having a problem with managing certificate templates and they would like to have the option to bulk assign templates from the ~WP-Admin Certificates~ Courses page. Can the template assigning be added to bulk actions?

1. Currently there is only one option to disable certificates,
ie. "Not to Set a certificate template on the course"

2. The correct way should have been that:
A radio button or a check box to un-select/select to disable/enable certificates for a course.

3. For example:
only enable certificates to checked/selected courses.

"Set a certificate template on the course in order to view this certificate"

I'm not sure I agree with the previous comment. When using multiple certificates, how would a certificate be assigned to a course if only a checkbox is used? It seems as though that would require both a checkbox to enable / disable and also a dropdown to choose an appropriate certificate. Regardless, that is out of scope for this issue.

Bulk actions edit setting for adding/removing certificate template to courses would save time and hardship in case of large number of courses.
