Inconsistency with dashboard view and frontend view

Describe the bug

Creating a block with a cover image and an H1 tag with a color other than black results in the preview and what is actually seen to be different.

Isolating the problem (mark completed items with an [x]):

• [x ] I have deactivated other plugins and themes and confirmed this bug occurs when only WooCommerce + Storefront theme are active.
• [x ] I can reproduce this bug consistently using the steps below.

To Reproduce

1. Create a cover image block
2. Add a header in that block
3. Change the text color of that header to anything other than black
4. See what it looks like in preview:

I ran into the same issue in 23417092-hc

In this case, it seems that the Customizer settings under Typography > Hero heading color are overriding the individual colors set on the blocks.

E.g. if you set the Hero heading color to red under Typography:

And then you add h1 to the cover block and change the color to something else, the view in the editor is:

But the view on the site overrides the blue color and remains red:
