Dismiss UI differs between notices

Describe the bug

The dismiss UI differs between different notices. The HTTPS one has "Dismiss" text and an X icon. The "Design your store" one only has an X icon.

To Reproduce Steps to reproduce the behavior:

1. Setup new store on a site without HTTPS
2. Go to Orders, Products, or Coupons screens (maybe other screens as well)
3. See error

Expected behavior

I would expect the dismiss UI to be identical for different notices.

Isolating the problem (mark completed items with an [x]):

• [x] I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• [x] This bug happens with a default WordPress theme active, or Storefront.
• [x] I can reproduce this bug consistently using the steps above.
