Having long submenus in the Primary Menu creates empty space below the footer.
We can temporarily resolve the issue by applying the following CSS code:
.main-navigation ul.menu ul.sub-menu ul.sub-menu { max-height: 500px; overflow-y: scroll }

I expect not to see a blank space below the footer, regardless of how long the submenus are.
