What I expected

Rates should be allowed to be reordered.

What happened instead

The rates cannot be reordered:

Steps to reproduce the issue

1. Create an Accommodation Product
2. Go to the Rates tab, add 3-4 rates
3. Try to sort by re-ordering the rates
