Adjust ripple effect area in `WCMaterialOutlinedSpinnerView` #5463

Able to reproduce when going to add the shipping address for an order. It does look weird as it is.

Same issue for the State field below it.

@wzieba it looks like this is actually happening on every screen with a dropdown. Seems to be part of how we're applying the Material theme throughout the app. I could still try to fix it but it seems risky. Or at least, I'm not sure where to begin. Do you have any thoughts?
