Improve handling of the case when both plugins are active in Canada

When both WCPay and Stripe plugins are installed and active in a store based in a country that doesn't support Stripe (e.g. Canada), we show the onboarding view letting the user know just that "Stripe is not supported in Canada", which doesn't advise the best way to proceed (just to deactivate Stripe).

Would be better to follow the iOS app and advise them to just deactivate Stripe so the payments can be collected with WCPay
