Onboarding shipping labels ACTIVATION flow when WC Shipping is installed but not active

Onboarding shipping labels consists on displaying a banner and an installation flow to enable WC Shipping plugin from the app. When the plugin is already installed on the site but not active we need to adapt:

• The wording of the install WC Shipping label banner.
• The screens involved in the Flow that make reference to "install" things.

In essence, the following changes must be applied:

• [ ] New onboarding screen design
• [ ] Adapt the wording of the existing installation flow to "activation" flow
• [ ] Add the required logic to which flow should be started when clicking on "Get WooCommerce Shipping"

I’ve made an activation flow design 9PGX5zb3VKHMYc7qTIv30B-fi-1154%3A39670. It’s essentially a variation on the installation flow, with different starting screens and a small change in wording. I initially felt that this might be overkill for activation, but I realised it would allow someone to be guided from the order screen to the optional “create shipping label” screen. I may look at removing this for the settings screen activation in M2, but for now, I think it is fine.

The settings screen variation is partially dependent on the suitability of the post-install screen designs I just finished p91TBi-8Nd-p2#comment-10378
