WooCommerce and Gutenberg 16.3.0 Conflict: FSE Themes - Site Editor > Navigation > Menus fail to load

Prerequisites

[X] I have carried out troubleshooting steps and I believe I have found a bug.
[X] I have searched for similar bugs in both open and closed issues and cannot find a duplicate.

Describe the bug

When the WooCommerce plugin is active on a site, opening Site Editor > Navigation and selecting any menu there results in a blank browser window at the URL /wp-admin/site-editor.php?postId=XXX&postType=wp_navigation

Expected behavior

The menu should appear in the editor window, and the site editor's navigation sidebar should remain visible

Actual behavior

The browser window is blank - no editor or sidebar menu loads at all. Selecting Back in the browser doesn't help until you've gone back far enough to exit the site editor altogether.

Steps to reproduce

Open a WordPress site with WooCommerce installed and active
Install any FSE theme, such as Twenty Twenty Three
Head to Appearance > Editor > Navigation and select a menu from the list

WordPress Environment

Gutenberg must also be active, to add the Navigation option to the Site Editor, but all other plugins were deactivated while testing for this report.

Replicated with WooCommerce 7.9.0, 7.8.2 + Gutenberg 16.3.0. Using Gutenberg 16.2.1 does not result in the same error on my self-hosted site.

Isolating the problem

[ ] I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
[x] This bug happens with a default WordPress theme active, or Storefront.
[X] I can reproduce this bug consistently using the steps above.
