Hi, thanks for the report. It looks like a similar issue was addressed in #3383 and the issue you're reporting here is semi-related to that.
When "Hide shipping costs until an address is entered" is true in core settings, the block-level "Shipping calculator" toggles whether the customer is allowed to enter their address at the cart level to get a shipping estimate. If "Shipping calculator" is toggled off in the block settings, then the front-end of the block shows "Calculated during checkout" in the shipping options section.
The block still shows a preview of how the shipping options will be displayed, and not an accurate reflection of the way the front-end will appear, so I have opened issue #3566 for this.
Bug Description:
The "Hide shipping costs until an address is entered" block level option is available even when if we set the radio button Settings > Shipping > Shipping Options, turn on the option to require an address.
