Stripe Settings page is blank when site language, WP version and user profile is Hebrew he_IL #2456

Describe the bug

When the site's language is Hebrew he_IL and that version of WordPress is installed, the Stripe settings page is blank.

To Reproduce

Steps to reproduce the behavior:

Change site language to Hebrew he_IL (עִבְרִית)
Update WordPress to that language version
Set user profile is set to use Hebrew he_IL
Go to WooCommerce > Settings > Payments > Stripe > Manage
Notice the blank settings page

Expected behavior

Expected the Stripe settings to be visible same as when the user profile is set to English

WordPress Version: 6.0.3
WooCommerce Version: 7.0.0
Stripe Plugin Version: 6.8.0
Browser [e.g. chrome, safari] and Version: Firefox 105.0.1 and Chrome Version 106.0.5249.103
Any other plugins installed: WooCommerce, WooCommerce Beta Tester, Storefront
