Thank you for taking the time to report this bug, we really appreciate your help. We are able to reproduce the issue on our end using the WooCommerce 6.9.0 version and WordPress 6.0.2 version.

Hi, that email is not produced by WooCommerce core but by the WooCommerce Stripe Gateway plugin. I'm thus transferring this issue to the appropriate repository.
Prerequisites
Describe the bug
In the list visible at wp-admin/admin.php?page=wc-settings&tab=email, the shop email is displayed (the blue hidden value of my below screenhot), not in the edited form (see § actual behavior screenhot)
this leads shop admin to confusion and the behavior is not consistent with the other email settings (read below)
Expected behavior
This is not consistent with the behavior of Cancelled order and Failed order
Actual behavior
when you edit the form at wp-admin/admin.php?page=wc-settings&tab=email§ion=wc_stripe_email_failed_authentication_retry the value is empty

Just go to the WooCommerce > settings > Email Tab see the above screenshots
