Closes: #12577

Adds a feature flag to hide Enhancing Order Shipping Lines features until ready for release.

This new feature flag isn't used in the app yet.

[x] I have considered if this change warrants user-facing release notes and have added them to RELEASE-NOTES.txt if necessary.
