Voiceover issue for empty Coupons screen #13810

Describe the bug When there are no coupons, the voiceover talks about unrelated things on the empty coupons screen.

To Reproduce Steps to reproduce the behavior:

  1. Select a site that does not have any coupons.
  2. Activate Voiceover,
  3. Go to the Menu tab.
  4. Click on Coupons.
