Description

1st part of separating https://github.com/woocommerce/woocommerce-ios/pull/14403 into 2 PRs
Added networking support for getting packages using the latest plugin endpoint, mostly data structures preparation for the network calls itself.

Looks like the endpoint is currently not supported.
