Top button not functioning on empty site screen

Describe the bug The top button on the empty site screen is not functioning.

To Reproduce Steps to reproduce the behavior:

1. Have an account with no sites.
2. Launch the app.
3. Enter one of your store addresses in the login flow.
4. Log in using your WordPress account that has no sites.

Expected behavior The button’s icon should display a “?” and open the help center when tapped.

Isolating the problem (mark completed items with an [x]):

• [ ] I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• [x] This bug happens with a default WordPress theme active, or Storefront.
• [x] I can reproduce this bug consistently using the steps above.

• WooCommerce iOS version: 21.1
